P\u00e5 kort tid har priset p\u00e5 fossila drivmedel \u00f6kat kraftigt och\nligger nu p\u00e5 l\u00e5ngt \u00f6ver 16 kronor litern. Nu \u00e4r det m\u00e5nga som har f\u00e5tt nog. En\nav dessa \u00e4r Bor\u00e5sbon Janne Berglund, som f\u00f6r en dryg m\u00e5nad sedan startade\nFacebook-gruppen Bensinupproret 2.0. Han gjorde det som m\u00e5nga\ninternetentrepen\u00f6rer och pr-folk dr\u00f6mmer om; han skapade n\u00e5got viralt. Gruppen\nhar i skrivande stund 482000 medlemmar och \u00e4r Sveriges i s\u00e4rklass st\u00f6rsta\nFacebook-grupp. Det kan inte beskrivas som n\u00e5got annat \u00e4n en folkr\u00f6relse.\nSyftet \u00e4r att p\u00e5verka politiker att minska skatten p\u00e5 bensin och diesel.\nGruppen \u00e4r i m\u00e5ngt och mycket inspirerad av Frankrikes gula v\u00e4star och man\nplanerar massdemonstrationer \u00f6ver hela landet.<o:p><\/o:p><\/span><\/p><p><b><span lang=\"SV\" style=\"font-size:14.0pt;font-family:\n&quot;Times New Roman&quot;,serif;mso-font-kerning:.5pt;mso-ansi-language:SV\">Bensinupproret\nhar<\/span><\/b><span lang=\"SV\" style=\"font-size:14.0pt;font-family:&quot;Times New Roman&quot;,serif;\nmso-font-kerning:.5pt;mso-ansi-language:SV\"> v\u00e4ckt stor uppm\u00e4rksamhet i media\noch bland politiker. SD-ledaren Jimmie \u00c5kesson hyllar initiativet p\u00e5 sociala\nmedier och moderaternas skattepolitiska talesperson Niklas Wykman riktar en\nk\u00e4nga mot Centerpartiet som han menar sviker den svenska landsbygden. N\u00e4r\nfinansminister Magdalena Andersson (S) konfronteras av SVT s\u00e4ger hon att det\nh\u00f6ga priset beror p\u00e5 den svaga kronan samt utvecklingen i Libyen och Venezuela\noch inte de svenska bensinskatterna. Nytilltr\u00e4dda spr\u00e5kr\u00f6ret Per Bolund (MP)\ndelar den uppfattningen och s\u00e4ger till SVT:s Agenda att det b\u00e4sta s\u00e4ttet att\nundvika den h\u00e4r typen av prischocker \u00e4r att g\u00f6ra sig oberoende av oljan.<o:p><\/o:p><\/span><\/p><p><span lang=\"SV\" style=\"font-size:14.0pt;font-family:&quot;Times New Roman&quot;,serif;\nmso-font-kerning:.5pt;mso-ansi-language:SV\">Hur ligger det d\u00e5 till? Det st\u00e4mmer\natt den senaste tidens pris\u00e4ndringar beror p\u00e5 omv\u00e4rldsfaktorer, men samtidigt\nutg\u00f6r skatten drygt 60 priset av priset p\u00e5 bensin och diesel. 2017 fick\nregeringen igenom en automatisk indexering som inneb\u00e4r att skatten p\u00e5 fossila\ndrivmedel h\u00f6js med konsumentprisindex plus 2 procentenheter varje \u00e5r. Detta\ntogs bort i M\/KD-budgeten som nu g\u00e4ller men v\u00e4ntas \u00e5terkomma redan n\u00e4sta \u00e5r.\n\u201cH\u00f6ga skatter och rekorddyrt br\u00e4nsle\u201d, ropar upprorsmakarna, men \u00e4r det\nverkligen hela sanningen? Motorerna \u00e4r l\u00e5ngt mer br\u00e4nslesn\u00e5la i dag och l\u00f6nerna\nhar stigit kontinuerligt. Trots de rekordh\u00f6ga bensinpriserna \u00e4r det \u201cbilligare\n\u00e4n n\u00e5gonsin\u201d att k\u00f6ra bil, enligt SvD N\u00e4ringsliv. I slutet av 1990-talet\nspenderade medelsvensken drygt 4 procent av sin \u00e5rsl\u00f6n p\u00e5 att k\u00f6ra bil j\u00e4mf\u00f6rt\nmed 2,3 procent 2016. <o:p><\/o:p><\/span><\/p><p><b><span lang=\"SV\" style=\"font-size:14.0pt;font-family:\n&quot;Times New Roman&quot;,serif;mso-font-kerning:.5pt;mso-ansi-language:SV\">En\nklimatengagerad<\/span><\/b><span lang=\"SV\" style=\"font-size:14.0pt;font-family:\n&quot;Times New Roman&quot;,serif;mso-font-kerning:.5pt;mso-ansi-language:SV\"> twittrare\nvid namn Anders Gustafsson har skapat ett diagram som tydligt visar detta\nsamband. Siffrorna \u00e4r baserade p\u00e5 snittpriset f\u00f6r bensin, genomsnittlig\nbr\u00e4nslef\u00f6rbrukning i bilflottan samt medell\u00f6nen i Sverige \u00f6ver tid.Det finns\ndock en betydande svaghet i dessa siffror: avsaknaden av klass- och\nglesbygdsperspektiv. F\u00f6r det \u00e4r inte alla som har h\u00e4ngt med i den str\u00e5lande\nl\u00f6neutvecklingen; Sverige \u00e4r det industriland d\u00e4r inkomstklyftorna har \u00f6kat\nmest de senaste 30 \u00e5ren enligt OECD. <o:p><\/o:p><\/span><\/p><p><span lang=\"SV\" style=\"font-size:14.0pt;font-family:&quot;Times New Roman&quot;,serif;\nmso-font-kerning:.5pt;mso-ansi-language:SV\">Det som \u00e4r intressant nu \u00e4r att ett\nparti som Moderaterna, som konsekvent mots\u00e4tter sig allt vad utj\u00e4mnings- och\nf\u00f6rdelningspolitik heter,&nbsp; hoppar p\u00e5\nt\u00e5get f\u00f6r att vinna populistiska po\u00e4ng hos missn\u00f6jda v\u00e4ljare. Nyliberala\nTankesmedjan Timbro skriver att bensinupproret \u201cspeglar ett f\u00f6rakt mot\nlandsbygden\u201d. Det \u00e4r en n\u00e4rmast skrattretande uppvisning i opportunism som\nsyftar till att vidare underbl\u00e5sa nidbilden av Milj\u00f6partiet som ett elitistiskt\nstorstadsparti. <o:p><\/o:p><\/span><\/p><p><b><span lang=\"SV\" style=\"font-size:14.0pt;font-family:\n&quot;Times New Roman&quot;,serif;mso-font-kerning:.5pt;mso-ansi-language:SV\">Bilden av <\/span><\/b><span lang=\"SV\" style=\"font-size:14.0pt;font-family:&quot;Times New Roman&quot;,serif;mso-font-kerning:\n.5pt;mso-ansi-language:SV\">bensinskatten som regressiv och klassfientlig \u00e4r\nmissvisande. En studie fr\u00e5n Handelsh\u00f6gskolan i G\u00f6teborg visar att effekten av\nbensinskatter faktiskt \u00e4r st\u00f6rst f\u00f6r h\u00f6g- och medelinkomsttagare i fattiga\nl\u00e4nder och neutral i ett land som Sverige.<o:p><\/o:p><\/span><\/p><p><span lang=\"SV\" style=\"font-size:14.0pt;font-family:&quot;Times New Roman&quot;,serif;\nmso-font-kerning:.5pt;mso-ansi-language:SV\">Men problemet kvarst\u00e5r. En\ntredjedel av svenska folket bor p\u00e5 en landsbygd med stora avst\u00e5nd och\nunderm\u00e5lig kollektivtrafik. Hur ska man d\u00e5 utforma en milj\u00f6politik som kan f\u00e5\nbrett st\u00f6d \u00e4ven i denna grupp? Ett stort problem i dag \u00e4r politikens\notydlighet. M\u00e4nniskor k\u00e4nner av effekten av \u00f6kade milj\u00f6skatter men ser inte vad\npengarna g\u00e5r till. N\u00e4r media skriver om bidragsfuskande politiker och annat\nsl\u00f6seri med offentliga medel och n\u00e4r glesbygden avfolkas och avvecklas, s\u00e5\nv\u00e4xer missn\u00f6jet. \u201cVarf\u00f6r ska vi betala f\u00f6r Stockholmselitens lyxbeteenden?\u201d.\nTilltron till milj\u00f6politiken avtar, vilket skadar r\u00f6relsen i grunden. D\u00e5 \u00e4r det\nb\u00e4ttre att \u00f6ronm\u00e4rka bensinskatterna till s\u00e5dant som faktiskt underl\u00e4ttar\nomst\u00e4llningen: kollektivtrafik, bonus-malus, j\u00e4rnv\u00e4g och laddinfrastruktur. Ett\nreformerat reseavdrag baserat p\u00e5 avst\u00e5nd \u00e4r ett annat s\u00e4tt att ta h\u00e4nsyn till\nde som verkligen \u00e4r beroende av sin bil. Tr\u00e4ngselskatter i storst\u00e4derna och\ndifferentierad fordonsskatt \u00e4r ytterligare s\u00e4tt att minska klyftorna. <o:p><\/o:p><\/span><\/p><p><b><span lang=\"SV\" style=\"font-size:14.0pt;font-family:\n&quot;Times New Roman&quot;,serif;mso-font-kerning:.5pt;mso-ansi-language:SV\">Det \u00e4r inte<\/span><\/b><span lang=\"SV\" style=\"font-size:14.0pt;font-family:&quot;Times New Roman&quot;,serif;mso-font-kerning:\n.5pt;mso-ansi-language:SV\"> bara i glesbygden som m\u00e4nniskor k\u00f6r bil. I\nstorst\u00e4derna finns en v\u00e4l utbyggd kollektivtrafik och en allt b\u00e4ttre\ninfrastruktur f\u00f6r el- och hybridbilar, men \u00e4nd\u00e5 v\u00e4ljer m\u00e5nga bilen. Samtidigt\nskenar biljettpriserna i kollektivtrafiken. I G\u00f6teborg har priset f\u00f6r en\nsp\u00e5rvagnsbiljett \u00f6kat i mycket h\u00f6gre grad \u00e4n priset p\u00e5 bensin och diesel (se\nbild). I storst\u00e4derna \u00e4r l\u00e5ginkomsttagare ofta beroende av kollektivtrafiken\nf\u00f6r att ta sig fram, men nu tar alliansstyret bort en subvention vilket kommer\nleda till \u00e4nnu h\u00f6gre biljettpriser i staden. Det \u00e4r inte en politik f\u00f6r varken\nomst\u00e4llning eller minskade klyftor. <o:p><\/o:p><\/span><\/p><p><span lang=\"SV\" style=\"font-size:14.0pt;font-family:&quot;Times New Roman&quot;,serif;\nmso-font-kerning:.5pt;mso-ansi-language:SV\">Det \u00e4r viktigt att ta m\u00e4nniskors\noro p\u00e5 allvar, och se till att omst\u00e4llningen inte sl\u00e5r mot de som redan har det\nsv\u00e5rt. Samtidigt \u00e4r l\u00e4get akut, koldioxidhalten i atmosf\u00e4ren n\u00e5dde i veckan 415\nppm och utsl\u00e4ppen v\u00e4grar minska. Att snart en halv miljon svenskar d\u00e5 v\u00e4ljer\natt engagera sig f\u00f6r ett drivmedel som \u00e4r beroende av oljediktaturers nycker,\nsom driver p\u00e5 klimatf\u00f6r\u00e4ndringar och som f\u00f6rpestar v\u00e5r n\u00e4rmilj\u00f6 \u00e4r bekl\u00e4mmande.\nT\u00e4nk om lika m\u00e5nga kunde engagera sig f\u00f6r klimatet.<o:p><\/o:p><\/span><\/p><p><b><span lang=\"SV\" style=\"font-size:14.0pt;font-family:\n&quot;Times New Roman&quot;,serif;mso-font-kerning:.5pt;mso-ansi-language:SV\">H\u00f6jda\nmilj\u00f6skatter \u00e4r<\/span><\/b><span lang=\"SV\" style=\"font-size:14.0pt;font-family:\n&quot;Times New Roman&quot;,serif;mso-font-kerning:.5pt;mso-ansi-language:SV\"> ett m\u00e5ste\nom vi ska lyckas st\u00e4lla om v\u00e5r fordonsflotta. Redan i dag \u00e4r det billigare i\nl\u00e4ngden f\u00f6r den som k\u00f6r mycket bil att byta till en laddhybrid eller elbil,\nf\u00f6rutsatt att man klarar av den h\u00f6ga initialkostnaden. Stadigt \u00f6kande\nmilj\u00f6skatter f\u00e5r dessutom framf\u00f6r allt en effekt p\u00e5 stora akt\u00f6rer inom\nn\u00e4ringslivet. F\u00f6r att de ska vilja byta ut sina fordon eller hitta s\u00e4tt att\nminska sina transporter kr\u00e4vs det ekonomiska incitament som driver dem i den\nriktningen. Samtidigt ska de som saknar f\u00f6retagens ekonomiska muskler bli\nkompenserade och hj\u00e4lpta l\u00e4ngs v\u00e4gen.<o:p><\/o:p><\/span><\/p><p><span lang=\"SV\" style=\"font-size:14.0pt;font-family:&quot;Times New Roman&quot;,serif;\nmso-font-kerning:.5pt;mso-ansi-language:SV\">Klimatf\u00f6r\u00e4ndringar och\nluftf\u00f6roreningar kostar resurser och m\u00e4nniskoliv.
